Inground pools in Stow, Ohio

Stow is about 10 miles west of our Ravenna shop, and it is one of the busiest suburbs we work in. The city rewrote its zoning code in 2026, and the pool section reads a little differently now. The 10 foot setback is measured from the edge of the concrete around the pool, not from the water, and on a typical Stow lot that changes how big the patio can be. Stow also runs its own building department, wants an electrical permit in hand before it issues the pool's zoning certificate, and has so far insisted on a real fence even when an owner has an automatic cover.

Stow's 2026 zoning code and what it says about pools

Stow's updated zoning code took effect on February 9, 2026. Applications filed on or after that date are reviewed under the new code, and the pool rules for houses sit in Section 1104.06(U):

  • A private pool goes to the rear of the house only.
  • It must be set back at least 10 feet from the rear and interior side lot lines, measured at the edge of the concrete or structure immediately around the pool.
  • You need a zoning certificate before construction starts.
  • Before the pool holds water, it must be inside an enclosed structure or completely surrounded by a fence or wall at least 4 feet high above finished grade.
  • The enclosure can have no openings or gaps wider than 4 inches, except doors, gates and windows, which need locking devices. Secured accessory buildings and the walls of the house can form part of it.
  • The pool has to drain into a municipal storm sewer or another drain the City Engineer approves, through sealed pipe or hose, and never onto a neighbor's property.

Where the 10 feet is measured from

That measuring point is the practical difference. Because the setback runs to the concrete, a pool with a wide deck on the side facing the lot line has to sit that much farther in. Stow's R-1 district asks for 20,000 square foot lots, R-2 for 16,000 and R-3 for 12,000, and the house itself must sit 45, 30 or 25 feet off the rear line depending on the district. On an R-3 lot, what is left between the back of the house and the 10 foot line can be tight once you add the deck. We lay out the pool, coping and patio together in the 3D design so the numbers work before the application goes in.

Fences, and the question of pool covers

Stow's fence rules, now in Section 1106.02, allow up to 6 feet along interior side and rear lot lines in residential districts and 4 feet in front and street side yards. Fences go up to, but not on, the property line. If you want to tie into a neighbor's fence, both owners sign a written agreement that the Planning Director approves first. Coated chain link is allowed in back but not in residential front or street side yards.

People ask whether an automatic safety cover can replace the fence. In Stow, so far, the answer has been no. In a May 2026 appeal covered by Cleveland.com, the city had cited a homeowner for a pool without a fence even though it had a motorized retractable cover, and the hearing officer took the question under review. Until the city says otherwise, we plan every Stow pool with a code-compliant fence, and we are happy to add a safety cover on top of it.

Permits: all in-house at the city

Stow's own building department enforces the Residential Code of Ohio, and zoning runs through the city's Planning and Development Department at 3760 Darrow Road. The city's residential permit guide says a pool needs a zoning permit with a site plan showing where it goes, and that an electrical permit is required before that zoning permit is issued. Zoning inspections follow for the pool and the fence. We prepare the site plan, file both permits in the right order and meet the inspectors.

The ground under Stow

Stow is mostly built out, and the soil survey reflects it. Around the city center we found Canfield and Rittman silt loams, both formed in glacial till with a fragipan, along with Wadsworth soils and Fitchville silt loam on the terraces. Some mapped areas are labeled Rittman and urban land, meaning ground already graded for streets and homes. The USDA describes a perched water table in Rittman soils 10 to 27 inches down from November to April, and in Fitchville soils 6 to 14 inches down from October to June.

A Stow yard that looks flat and dry in August can be very different in April. We schedule digs with that in mind, plan for pumping when a hole takes on water, and grade the finished deck so water heads away from both the pool and the basement. In older neighborhoods, fill left from the original home construction is common, so we look at what comes out of the hole before we set anything on it.

What suits a Stow backyard

We lead with fiberglass here for a simple reason: most Stow lots are suburban, and a Liberty shell is set and backfilled in days, so your yard and your neighbors' patience are tied up for less time. Smaller models such as the Enrichment, at 9 by 17 feet, fit lots where setbacks leave limited room. Owners who want a spa or a shape no mold offers can go with ICF concrete, and Latham vinyl liners offer custom sizes at a lower starting cost.

Understanding the cost

A complete fiberglass package from us starts at $68,400 installed, which includes Pentair LED lights, a variable-speed pump, a DE filter, a pool heater, a 4 foot concrete deck and the hookup at the equipment pad. For a Stow project, the items that come on top are fairly predictable: the fence the city requires, any extra patio, hauling off the excavated soil, dewatering a wet spring dig, and the electrical run from the house panel to the equipment. We itemize all of it, and if financing helps, we work with lenders including PoolLoan.net and HFS Financial.

From Ravenna, Stow is a short drive west through Kent. We also build in Munroe Falls, Cuyahoga Falls, Hudson and Tallmadge, so families across the Stow-Munroe Falls school district and its neighbors get the same crew.

Pool questions from Stow

How far does a pool have to be from the property line in Stow?

At least 10 feet from the rear and interior side lot lines, measured from the edge of the concrete or structure around the pool, and the pool must be behind the house.

Does Stow accept a safety cover instead of a pool fence?

Not so far. The code requires an enclosure at least 4 feet high before the pool holds water, and a May 2026 appeal over a cover-only pool was still under review when last reported. We plan for a fence.

Which permits does a Stow pool need?

An electrical permit and a zoning permit from the City of Stow. The city issues the electrical permit first, then the zoning permit with a site plan, followed by zoning inspections.

How tall can a fence around a Stow pool be?

Up to 6 feet along interior side and rear lot lines in residential districts, and 4 feet in front and street side yards. The pool enclosure itself must be at least 4 feet.

Where can I drain my pool in Stow?

Into a municipal storm sewer or another drain approved by the City Engineer, using sealed pipe or hose. The code prohibits draining a pool onto a neighbor's property.

Did Stow's 2026 zoning update change the pool rules?

The core rules stayed similar, but the code now spells out that the 10 foot setback is measured from the concrete or structure around the pool. Applications filed since February 9, 2026 use the new code.
