Village or township? Start there
A Mantua mailing address does not tell you which zoning code applies. The Village of Mantua covers about 1.4 square miles along the river, with its own zoning inspector and zoning code. Everything else in the 44255 area is mostly Mantua Township, which has its own zoning resolution and zoning inspector. Your property tax bill or the county auditor's site will say which one you are in, and we confirm it before we draw anything.
Lot sizes follow the same split. In the village, the R-1 district asks for 20,000 square feet and the R-R rural district 3 acres. In the township, the R-1 district requires 3 acres and R-2 requires 2. Township pools rarely run short of room. In the village, a pool, its deck and the required setbacks can use up a good share of a 20,000 square foot backyard, and we lay it all out early so nobody falls in love with a shape that will not fit.
The village rules
The Village of Mantua regulates private pools under Section 410.11 of its zoning code, with setbacks in Schedule 410.01:
- The pool goes in the rear yard, at least 10 feet from the side and rear lot lines.
- That 10 feet also applies to decks around the pool and platforms, so the setback is measured to the edge of the patio rather than to the water.
- The pool and its accessory structures must be completely enclosed by a fence or wall at least 4 feet high with a self-latching gate.
- No opening, hole or gap in the fence can be larger than 3 inches, apart from doors and gates, and an accessory building can be part of the enclosure.
- Doors and gates need locking devices.
The deck rule is the one that catches people. If you want a wide patio on the far side of the pool, the patio edge has to stay 10 feet off the line, which pushes the whole layout toward the house.
The township rules, and a safety cover option
Mantua Township handles pools in Section 610.09 of its zoning resolution, and it has updated that section twice in recent years:
- A pool can sit anywhere on the lot except the front yard, but no closer than 15 feet to any property line or easement.
- Either the pool or the entire property must be secured by an enclosure that keeps children from getting in without supervision. Since a March 2023 amendment, that enclosure must be at least 4 feet high, with a gate and a self-latching lock. The older text required 6 feet.
- Since June 24, 2025, the fence requirement does not apply to a pool installed with a retractable rigid hard cover tested to ASTM F1346 together with a residential pool alarm meeting ASTM F2208.
That last change is unusual in Northeast Ohio, and it opens a real design choice. On a 3 acre lot with woods or a pond, some owners would rather not fence the pool at all. An automatic cover plus an alarm can meet the rule. Fencing the whole property is also allowed. We walk through the tradeoffs with you, including how you will actually use the pool day to day. Township fences themselves do not need a zoning certificate, though the pool does.
Permits past zoning
For both village and township addresses, construction and electrical permits run through the Portage County Building Department, which lists pool wiring among the electrical work it permits and requires a licensed electrical contractor for it. Wells and septic systems are Portage County Health's territory. We file the local zoning application and coordinate the county permits and inspections.
Gravel ridges, clay flats and river bottom
Mantua's ground is a glacial patchwork, and the USDA soil survey shows it clearly. Around the village we found Chili and Oshtemo soils on the higher ground. Those are well drained sand and gravel left by glacial meltwater. The Headwaters Trail south of the village runs along one of those gravel ridges. A few hundred yards away the map switches to Canfield, Mahoning and Ravenna silt loams formed in till, which hold water, and in the low spots to Lorain silty clay loam and Holly silt loam, both poorly drained. The USDA puts the water table in Holly soils anywhere from a foot above the surface to a foot below it from October through June.
For a pool, the gravel ground digs easily and drains well, but its sides can slough, so we shape the cut and backfill to match. The till and clay soils are the opposite: firm to dig, slow to drain, and prone to filling an open hole with water in spring. Near the river, the flood plain and wet soils can rule out a spot entirely. We look at your lot's actual soil before we promise a location.
What we recommend in Mantua
Fiberglass is where we usually start. A Liberty Composites shell is set and backfilled in days, which matters when the forecast is shaky, and its one-piece shell handles freeze and thaw well. For township owners with space and a specific vision, an ICF concrete pool gives any shape, and the insulated walls help hold heat. A Latham vinyl liner pool is the lower-cost route to a custom size. If you are weighing the township's cover option, we plan the automatic cover with the pool from day one, since the shell shape and the cover track have to work together.
What a complete Mantua project costs
Our fiberglass packages start at $68,400 installed, with Pentair lights, pump, filter and heater, a 4 foot concrete deck and the electrical hookup at the equipment included. What moves the final number here is mostly site work and the barrier. Fencing, extra decking, hauling off excavated soil, dewatering a wet dig and running power from your panel to the equipment pad are extras, and in the township an automatic safety cover may replace some or all of the fence cost. We put every line in the proposal and can connect you with lenders such as PoolLoan.net and HFS Financial.

Pool questions from Mantua
Do village and township pools in Mantua follow the same rules?
No. The village requires a 10 foot setback from side and rear lines, including the pool deck. The township requires 15 feet from any property line or easement. Both require a 4 foot enclosure, but only the township allows a safety cover and alarm instead of a fence.
Can I skip the pool fence in Mantua Township?
Since June 2025, yes, if the pool has a retractable rigid hard cover tested to ASTM F1346 and a pool alarm meeting ASTM F2208. Otherwise the pool or the whole property needs an enclosure at least 4 feet high with a self-latching gate.
Does Mantua Township still require a 6 foot pool fence?
No. The township amended Section 610.09C in March 2023 to require an enclosure at least 4 feet high. Some older copies of the resolution still show 6 feet.
How close can my pool patio be to the lot line in the village?
In the Village of Mantua, decks around pools count as part of the pool for setbacks, so the patio edge needs to stay 10 feet from the side and rear lot lines.
Who issues building and electrical permits for a Mantua pool?
The Portage County Building Department, for both village and township addresses. The village or township issues the zoning permit first. We handle both.
Is my Mantua lot too wet for a pool?
It depends on where it sits. Gravel ridges drain well, while the Holly and Lorain soils in low areas near the river stay saturated much of the year. We check the soil on your parcel before choosing a spot.
